This was US and I'm not aware of any server restarts.

I was playing all day by hand on a separate account/comp and servers were fine all day.

so what? there was a massive ban wave in china like 65% of china botters got banned few weeks ago and in few days they we're on bot again dumping prices...we are in a situation that banwave is not a threat anymore...in few days they are ON back again ...if not hours..
