Ability Priority

I know with the patch everything is a bit screwy however I am trying to use a DH build that uses Evasive Fire (Parting Gift) to regen Hate and Elemental Arrow (Frost Arrow) for my main damage however when both are selected it always uses Evasive Fire and refuses to use the primary DPS skill Elemental Arrow... How can I fix this?
