Exploitative activity does not always mean that you used a bot or other program. The fact is, if this had only happened once you would not have received the penalty you did. Every action taken is based on data and that usually means that this isn't based on just one occurrence or one report.

You are welcome to submit a dispute via a support ticket and have the matter looked into further. That is the appropriate venue for such matters.
