If it isn't working as it should all you have to change is.
<MaxLevel>85</MaxLevel>
to
<MaxLevel>91</MaxLevel>
You may ask how to do this, right click the file and click "Open with". Open it with "Notpad" and go to the 6th line and change it.
If it doesn't work then, ask an admin!
