From what I can tell you guys pieced together your new _carddb.txt from the data in CARD.xml and CARD_TAG.xml but there is a crucial mistake, everything that should be reference tags are just plain tags which causes SF to think things like Southsea Deckhand always having charge when it actually requires a weapon to be equipped to get charge.
