80 lvl character after creating a new WoW account?

Guys, I've read here on the forums about people creating new WoW accounts with 80 lvl characters.
How is it possible to get a new 80 lvl character on a new WoW account?

It's not a new account, it is a Scroll of Resurrection account. If you have an old account that you have not used in a few months, you can send a Scroll of Resurrection to the email address attached to that account and get the level 80 on that account. Or you can buy an SoR account, put it under your email address, get the lvl 80, and transfer the lvl 80 to your account.
