i'll like to set 2 bots but using same IP(reason is i do not know how to make different IP)
is this way safe if i dont use RMAH at all ?

yea, you should be fine. theres lots of people who have lan parties or live in collages, so lot of legit reasons for players to be on the same ip address. as long as you dont go crazy you should be fine.
