Killing mobs instead of going to the next quest objective

My character is constantly running around killing mobs obviously in the faction list, and it seems like this has a higher priority than the next step on the quest list. It gets to the next step eventually, but in the meantime it kills a gazillion mobs on the way there.

Is this normal, and is there any way to avoid this?

Have you tried tuning off kill between hotspots?

Like Mikey said, make sure you have Kill Between Hotspots turned off.
