100% CPU Usage. Bad?

Depends on what kind of cpu you're using. If 4 wow's are using 100% of your cpu than it either can't be a very good one lack of ram or something's wrong. Try overclocking it maybe?

For the CPU: Computer BIOS if it lets you. Some factory PC's bios are locked and dont allow it

For Graphics: Any overclocking software can do this, like I use MSI Afterburner for it.

Clock it bit by bit though. Don't go crazy or you could set it to high and have your cpu literally melt all over your case and this can be an expensive mistake. Constantly monitor your cpu temperature (can also be found in your bios) and if it goes higher than 45c STOP. Anything above 60c is harmful and anything above 100c is failure. more information than what he and I posted can be found at www.overclockers.com.
 
Watching it now it just bounces around from 30 to 60 to like 40 and so on but it does go alot higher.

My CPU usage is around 19-25% with an i7-860 with 8 gigs of ram and three bots running, I would have more, but I can't afford a second GB lifetime =(

It will naturally bounce as your cpu is constantly taking different work loads. However with a pc like that theres no way in the hell running 4 wows should lag your computer that much. Somethings not right. Whats your ram usage? How much fps are you getting on each of the wows?

Yeah, you must have alot of other background programs running or something, because i have an Intel I7 920 @2.8ghz and even with plenty of other programs my PC is running at 16% with WoW (windowed, maximized) on ultra.. on a 1920x1080

Your mileage may vary as far as maximum safe temperature goes which changes from chip to chip. My old Core 2 Quad Q9550, which was rated to be safe at temps up to 71.4C, *idled* at 45C before I ever touched the bios settings.

As far as the original post, I'd do a quick check for malware of some sort to make sure you don't have some unwanted ghost hogging your resources.
 
my Core i7-920 runs 24 GB and 10 HB right now @ 60-80 Load

24 GB are around 25 % Load of CPU
 
I only run wow, maybe google chrome but thats it. On all of my wows I get 200-220 frames per second I just limited them to 25, ill post later on the news.
