My monk will not use dashing strike out of combat. I have both "Use movement spells Out of Combat" under Misc. and "Use Dashing Strike OOC" under Monk enabled, and I have tried turning off and on "Apply delay to OOC casting." The Monk will just waddle around with full dashing strike charges...
