Can you see it in PF and it does not catch it or do you not see it at all with PF? Normally this behaviour indicates that you are shadow banned. But then you would not see the pokemon on your phone either.

In my opinion PF and Lazymon are not developed right now anymore. They are doing something else.

Did you get that on google account or PTC? For me it is back for google and I got a mail on my phone 'Something is not ok on your google account. Login in again to verify.'-or something like that.
