I have the problem if a) someones queued b) someone has deserter c) someones in an instance d) the level difference between the toons would place them in a different bracket (IIRC Blizz changed the brackets to 5 levels not 10)

Its totally possible, and the bot will farm both at the same time aswell, There are some gathering profiles around for once you've got them maxxed that are made to gather both herb and mining in there routes.

One way could be to check for the prep buff + buff name <28mins (that should help stop it just spamming your buffs, but yet will cast your buff during prep, hopefully only once.)
