    Imo proxies are pointless for protection if that's what you're using it for. "Is there a way to hook the relogger to a current window and prevent it from opening new windows?" - Not that I know of.

    Double check the file it's directed to open is WoW.exe on the E: drive and not World of Warcraft Launcher.exe. If you have WoW on the C: Drive it may be triggering that one instead of the one on your E: drive which would be odd. Also try changing the Login Delay to 10. The only other thing is...

    If you're still getting the 64bit error then you are either not deleting it, you are opening the B.net app after deleting 64 bit, or the B.net app is open the entire time and reinstalling it.

    Rename WoW-64 or delete it like it says in your log and do not open the B.net app after that. It will reinstall it when you do. Also make sure it's C++ 2013 (x86) that's installed. HBRelog needs that file.
