I just found the cause of the crash. I first tried to start demonbuddy when diablo 3 was not yet running. Demonbuddy then told me to first start diablo 3, so I did. Since DB did not tell me that I actually have to be logged in I tried to start it when I was looking at the diablo 3 login screen...

No, this is a clean Windows- and Diablo-Installation. The only Applications (besides Windows Updates) installed are 7-Zip, AutoIt and a Defrag tool. There is absolutely nothing else which could have access to low-level system functionality.

Yes, just my keyboard and regional setting (clock etc.) for Windows is German, otherwise everything is in english (Windows, Diablo, etc.).

I installed the runtimes, updated my Windows 7 64-bit, uninstalled, reinstalled (This is an otherwise clean installation by the way) but keep getting demonbuddy startup crashes. I then removed ALL runtimes (since I need some more for something else in the future) and just installed the two...
