I have the same issue occasionally...and it's even worse sometimes it chooses not to WW even with full fury against some elite packs...like it's saving fury to make sure WOTB can be used when it's CD comes. I have fury dump always on and use sprint etc OOC. so no clue what the deal is

WW build is built around tornados mainly and secondly the WW...as far as I understand. The tornados only are based off your MH weap dmg and then stats and it ticks faster based on atk speed...your offhand dmg only comes into effect every other WW swing. So the OH dps is slightly important but...
