Dbfriend, it will never cast it out of combat. With the "use when not on CD" toggled, it will "spam" it in combat instead of saving it for needed situations. The options for it, will as Jubis said, be in the next release :)

Remember Diablo 3 only shows limited procs and buffs, so if you toggle "disable mantra spam", it will only cast it in need, and therefor often be one of the buffs you can't see. If you're 100% sure, then first make sure you have the latest version and if that doesn't work do a clean reinstallation.

Just drop some down to the amount you want stashed.
