oh im sorry, what i ment was the skill name is energy twister, and storm chaser is the rune that gives signature spell charges. So does storm chaser actually increase the proc rate coefficient? or would say wicked winds be better *which is what i use*

new to a cm wizard, why storm chaser? you dont have any signature spells to cast to release the charges X.x

It has to do with target selection in the combat routine, giles fixes that. when it tries to prioritize everything on the screen *even friendlys and world objects* it slows down a ton,

its the +damage to elites and lightning damage you really want. grats sir
