I mean you can spam 90s and get 106 legendary gems. Its how I got 108s from 92s. It only took like 1.5 days of GR spamming to get each gem from ~97 to 108 each and you only have to do 2 since pain enhancer is worthless to level really.

Its an issue with crafting items or changing some material into others. Only time I have seen it happen ever.
