If its not using frost nova on elites you arent proccing the cold part of elemental exposure. probably pretty trivial in t10 for most but will be a bit helpful (5%) in GR's. It would be worth it being spammed whenever its up so it uses it on elites and drops it on whites that it runs through.

mine seems to spam for days while looking for mobs but VERY RARELY actually uses it in combat. same with Frost Nova - Frozen Mist
