I think I know why the bot just waits for the gold/exp timer. I've noticed that when there is no bounty in the area, or if the bot completes the bounty by sheer coincidence, the bot will not idle until the gold/exp time procs. My guess is the bot needs all 'objectives' to be cleared before...
