San Francisco, north along the piers. Magicarp galore, I've farmed 6 Gyarados between 4 accounts, all over 90+ IV. It's also a solid spot for Tauros and Psyduck. If you go to any of the small islands in the San Fran Harbor, it's a hotspot for Electric Pokemon.
