Subj. Does anyone know a good place to buy? I can use russian payment systems if needed, so paypal doesnot matter.

You will not find anything cheaper than this, dude. Unless you want to get scammed, lol. The only way for you to get something cheaper is to search for D3 accounts on gaming/hacking forums.
 
There are some very good offers on plati.ru if you can pay with Webmoney. The best price I got last week was as low as 860r, which stands for $27.46, including fees. But todays deals seems to be a few bucks higher.

russian keys are only slightly cheaper and not worth it.

i gave up looking for russian keys
