Why'd you need to be verified? You can still send and receive like $13k per year without being verified. My account isn't verified and I still can receive and send payments from "Verified only" places, such as spotify, runescape, etc...
Okay, explain to me how they'll find it:
Each Diablo 3 account has a IP
Each paypal account has a IP
These IPs are dedicated to me, no-one else shares them. I'll rent them for like $1/month per IP. Botting 6 accounts? $6/month extra, cry more.
Now, I set these IPs up on my dedicated server, that I'm already renting for other non-botting reasons, and have ports open for different IPs, E.G.
If I connect through stock *****:
DedisIP:1010 (IP

ort)
My IP is 1.1.1.1
DedisIP:1011 (IP

ort)
My IP is 1.1.1.2
Etc...
Now, each Paypal is assigned to a Diablo account, and both have the same IP. So, if Paypal and Blizzard compare their answers (I
HIGHLY doubt they'll do that), then it'll confirm, and even if they don't, Blizzard won't find my other accounts (Not that I care, that's not proof that warrants a ban) and Paypal won't find my other accounts (Which I do care about, considering you're only allowed one account, I've had loads of accounts closed because of this).
Then, just code a bot using the paypal API to go on every 6 hours, acquire the current balance, and submit that to my main email as "Goods". This way, sure, I lose like an extra 5% (or whatever it is), but, now I can't be banned on the "Abuse of the gift" section of their ToS, were ever that is, been banned for that before as well.
Simplez. I probably wouldn't even assign new IPs to the diablo accounts, only the paypals. Blizzard = terrible because they're so shit at it, Paypal = terrible because they're so ban happy. A great ban would be between Blizzard and paypal.
EDIT: Terrible explanation, but, I'm eating and you're interrupting my movie
