Program Unable to find Visual Studio 2015 Update 2 x64

I began recieving this error several days ago when reborn buddy refused to launch. Since then i have completely reinstalled reborn buddy, ran all windows updates, completely uninstalled then reinstalled .net and VS 2015 Redist and did so by running buddy wizard. Any guidance as to how to resolve this issue would be greatly appreciated.

remove:

- microsoft visual c++ 2005-2015 x86 redistributable



restart your pc,
install https://www.thebuddyforum.com/BuddyWizard.exe
restart
