questions about difficulty levels

i seem to be unable to find the setting to set the torment level on DB, when i am doing key runs, bounties and nephalem rift i start at torment 1. when it has to restart for whatever reason IE:bounty run is complete,when the new game is launched it is at normal level instead of torment 1. what am i missing or is something broken? when setting up adventurer i can select the G Rift level and that does seem to work correctly

You need to change the difficulty in Main>Settings and at the bottom for me it says misc and change the difficulty there.
