I've run into a problem, everytime I start the bot it goes from a stable set 30 FPS down to 8-12 FPS and as soon as I push the stop button the framerates turns back to normal again.
Every graphic setting is set to lowest or off in d3.

I had a few programs that you had listed
GeForce Experience
MSI Afterburner + Rivatuner
Open Broadcaster Software (OBS)
Razer Synapse
Ventrilo
Teamspeak
Overwolf
And I uninstalled them 1 by 1 and restarted my computer each time and then tried starting the bots again but without any success.
Then I thought perhaps it could be one of the plugins so I tried to run it without any plugins but it still dropped the FPS instantly.
I ran 4x bots from the same directory so I thought perhaps that was it, so I freshly installed DB in 4 different folders and attached each Diablo 3 windows to each bot folder but that didn't work either.
I'm running out of softwares to uninstall and ideas to what it might be.
I also don't use any antivirus programs or software firewalls and I've added the 3 TCP ports you have listed to my router
