Same thing happened with my lvl 91 hunter, so i moved her to the lower lvl and its fine, but it keeps doign the lower lvl quests...will it move to draneor eventually, or finish all the lower lvl quests in Org. first?

I did, but it finished the quests, now its just standing there doing nothing. so i took her back to warspear it says NPC ID missing 15281
