It tells you to increase the value to alleviate CPU usage and crashes but then says "Use With Caution". So what exactly is this doing? I have always kept it on Default..what would the difference be from 0 vs 500? or 300 vs 500 for that matter?

Would this increase / lower performance similar to the TPS modification slider?

Performance will improve when the cache refresh rate is a higher number. This is the minimum number of milliseconds Trinity waits before reading variables from DB/D3. It will have a minor effect on performance, mostly useful if you run a LOT of bots on a single system and are trying to eek out every spare CPU cycle. For almost all users, leaving it at the default is best, even when running multiple bots.

Note: having it at 500 means Trinity will be delayed up to a 1/2 second for anything that happens in the game.
